Founded in 2026 and based in Jersey, Portland Building Consultants provides practical, client-focused surveying advice across the property lifecycle. From acquisitions and due diligence to development monitoring and asset management, we deliver clear, dependable solutions that help clients make informed decisions, manage risk, and protect the value of their assets.

Although a new company, our team brings extensive experience across the City of London, the South East, and European markets, allowing us to offer insight and expertise across diverse markets and property types.

Meet our Founder
Alex Windle-Hills MRICS
Alex received chartered status in 2019 and has extensive experience delivering surveying and consultancy services across the City of London, South East, and European markets.
Prior to founding Portland Building Consultants, Alex gained experience in:
- Acquisitions and technical due diligence for major commercial properties
- Development monitoring and contract administration for residential and commercial projects
- Asset management, planned maintenance, and sustainability advisory for landlords and occupiers

With this background, Alex leads Portland Building Consultants, bringing technical excellence, practical solutions, and client-focused guidance to every project.
Elliot Miles MRICS
Elliot is a Chartered Building Surveyor providing professional advice across a range of commercial and residential property matters. He specialises in contract administration, project delivery, and general building surveying services, with a practical and detail-oriented approach.

With experience in managing projects from inception through to completion, Elliot works closely with clients, consultants, and contractors to ensure works are delivered on time, within budget, and to the required standard. His services include defect diagnosis, refurbishment projects, and professional consultancy roles.
